Rules and Regulations
 In Compliance with the Declaration of Protective Covenants (CC&Rs)
Effective March 1, 2024 as adopted by the Board of Directors January 22, 2024

1. All pets must be kept on leashes in the community, and owners are expected to clean up any waste they leave behind. Pet waste on one’s yard must be cleaned up in a timely manner. At no time should pet waste be visible from the street.

2. No animals, livestock, poultry or birds of any kind shall be raised, bred, fed (in the case of wild or feral animals). or kept in the Community. Conventional household pets may be kept on property subject to the following restrictions: pets shall not be kept, bred or maintained for any commercial purposes. Pets shall be attended to at all times and shall be registered, licensed and inoculated from time to time as required by law.

3. Home businesses are allowed in the community as long as they do not violate any covenants or rules and have no impact on sight, smell or sound, for other residents. This rule shall not prevent or otherwise render unreasonable requirements on adult homes or daycares.

4. Noise-free time within the community shall be between 10:00 p.m. and 7:00 a.m. This means that all outside noise such as loud music, sports games, loud visiting, and the like, must cease by 10:00 p.m. This is consistent with City of Auburn noise ordinances.

5. Excess noise is not allowed, inside or outside the home, at any time. This includes but not limited to: stereo systems, loud bass car amplifiers, or music with or without vulgar or obscene lyrics.

6. Other nuisances including but not limited to excessive barking, foul odors, accumulation of garbage or debris anywhere on the property, noxious weeds that may negatively impact other residents are not allowed.

7. Only Legal Fireworks (Safe and Sane) are allowed on the 4th of July within the neighborhood and must comply with the City of Auburn fireworks ordinances, which means that “anything that goes up or blows up” is considered illegal. Firework debris must be cleaned up immediately.

8. Lawns and landscaping are to be maintained in the manner set forth by the Declaration of Protective Covenants. This includes lawns being edged and maintained on a regular basis, weeding of all flower beds and cement areas on or adjacent to the lot, trimming and general maintenance of shrubs and trees. Trees should not be topped, as it is a city code violation and can also cause forced root growth which can cause damage to roads and sidewalks etc.

9. Home improvements including, but not limited to, exterior painting, fencing, adding free standing buildings and any new construction, must not be initiated until a properly executed Architectural application (ACC Form) for such improvements is submitted and approved by the REHOA Architectural Control Review Committee.

10.RV’s, boats, trailers, and watercraft of any kind are only allowed on the street or in a homeowner’s driveway for no more than a 24-hour period, at which time they must be moved; unless they are stored and covered under carport areas.

11.Semi-truck parking is not allowed in City of Auburn residential neighborhoods with the exception of during the active load/unload of items. Parking semi-truck cabs and/or trailers is also strictly prohibited within the Riverpark Estates neighborhood as it causes undue wear and damage to the privately owned roads. No semi cab or trailer parking is allowed on streets, in yards or in driveways Semi-truck fines are $150 per calendar day. This rule is not intended to limit moving vans and delivery trucks when in active use for load or unload.

12.No vehicle shall be allowed to be parked in a fire lane. Fire lanes are designated by yellow painted curbs. Vehicles parked in a fire lane will be towed without warning at owner’s expense. Vehicle maintenance must take place in the driveway or carport. Vehicle maintenance must not take place on residential streets.

13.All city of Auburn parking ordinances are also in effect in Riverpark Estates and are enforceable by fining and towing as our roads are private roads. The include but are not limited to:
Residents and guests shall not park:

• in intersections
• in crosswalks
• in and/or obstructing sidewalks
• within 30 feet of stop sign
• within 20 feet of pedestrian safety zone (crosswalk)
• within 15 feet (length of curb) from fire hydrant
• within 5 feet of or obstructing access to a driveway
• within 10 feet of mailbox
• more than 12 inches from the curb
• within area of curb lowered for access to the sidewalk
• on the wrong side of the street (facing wrong way, against traffic)
• For more than 48 hours without leaving
• On unimproved surfaces such as landscaping or other owner’s properties
 
14.No recreational vehicle, including but not limited to, travel trailers, boats, boat trailers and motor homes shall be permitted to park on the street or in any uncovered space upon a lot.
All such vehicles shall be stored either in garages or carports and shall be totally covered, with no portion protruding. The length of the vehicle or device shall not exceed (20) feet and in the case of a trailered boat, the total length of the combination shall not exceed twenty (20) feet. The Association shall have the authority to enforce these restrictions, to tow vehicles in non-compliance (at owner’s expense), and to levy fines for violations as it deems appropriate. Recreational vehicle parking fines shall not exceed twenty-five dollars ($25.00) per occurrence. An occurrence is defined as a calendar day. All other parking related fines follow the regular fee and fine policy.

15.Fences visible from the street must be kept clean and stained/painted as needed. Painting of fences requires an Architectural application to be submitted along with proposed color samples to gain approval prior to beginning work.

16.At no time should the sidewalks and residential streets be blocked; this includes, but is not limited to, portable basketball hoops, gaming equipment and/or vehicles.

17.Residents are responsible for ensuring sidewalks and any other cement areas such as but not limited to driveway curb and edge of street in front of their home are clear of debris and obstructions such as tree roots, tree branches, weeds, overgrown flower beds, etc.

18.Vehicles stored in driveways that appear to be in a state of disrepair and/or in an unsightly condition shall not be allowed. Vehicle maintenance must take place in the driveway or carport, never on residential streets.

19.Residents are responsible for proper clean up and disposal of all chemicals used. At no time should chemical stains be left on residential streets and/or sidewalks. Nor should chemicals be poured down catch basins or into the gutter.

20.Carport areas are to be kept clear of debris and not to be used for storage; however, areas may be used as a patio that is kept in an orderly and sightly manner. Firewood and trash/recycle/yard waste cans and BBQ’s are allowed to be neatly stored in the carport.

21.Driveways should not have oil stains larger than a basketball, or unrepaired cracks and materials used should reasonably match the color of the driveway when repairs are carried out.

22.Home and lot shall be kept in good repair and be free of any visible defects such as but not limited to moss, algae or other debris accumulations on any surface, failed window seals or otherwise defective windows, paint wear or other paint defects, garage door damage larger than one square foot. Yard tools, gardening supplies or other items shall not be stored visible to other lots or the street
except those items allowed in carports as above.

23.Holiday lights and/or decor must not be out/up more than 4 weeks before or remain up more than 4 weeks after any holiday.

24.Owners are responsible for making sure tenants receive a key and then collect it upon move out to pass to the next tenant. Lost keys will incur a replacement charge of $25 paid in advance prior to receiving a new key. Replacement or first-time issue keys to owners are also $25 each in advance. This is not a deposit and will not be refunded when the premises is old, the key is to transfer to any new owners just like mailbox keys.
 
Note: Violations of these rules and regulations (unless otherwise specified) will be subject to application of the Board approved REHOA fining policy, which may result in a $150.00 fine to the homeowner for each incident or occurrence per calendar day. In addition to the homeowner being fined for their, their tenants, residents or guests violations, vehicles parked illegally (or contrary to HOA rules) on the streets of the community will be tagged and towed at the owner’s expense with 24 hours’ notice, in the case of recurrences, vehicles may be towed without notice. Violations of any of the offenses above that violate Auburn city code(s) and/or City/State/Federal laws may also be reported to the appropriate authorities and/or the association's towing contractor.

  11. Residents are responsible for ensuring sidewalks in front of their home are clear of debris and obstructions such as tree roots, tree branches, weeds, overgrown flower beds, etc.

  12. Automobiles parked illegally on the streets of the community will be tagged and towed at the owner’s expense. This includes, but not limited to, blocking mailboxes or parking in fire lanes. Vehicle maintenance must take place in the driveway or carport. Vehicle maintenance must not take place on residential streets.

  13. Vehicles stored in driveways that appear to be in a state of disrepair and/or in an unsightly condition shall not be allowed.

  14. At no time should vehicles be parked on one’s lawn or unapproved surfaces.

  15. Residents are responsible for proper clean up and disposal of all chemicals used. At no time should chemical stains be left on residential streets and/or sidewalks. Nor should chemicals be poured down the water drain.

  16. Carport areas are to be kept clear of debris and not to be used for storage; however, areas may be used as a patio that is kept in an orderly and sightly manner. Firewood and trash/recycle/yard waste cans are allowed to be neatly stored in the carport.

  17. Christmas lights and/or decor must be removed no later than January 31st.
Note: Violations of these rules and regulations will be subject to application of the Board approved REHOA fining policy, which may result in a $150.00 fine to the homeowner for each incident or occurrence. Violations of any of the offenses above that violate Auburn city code(s) and/or City/State/Federal laws may also be reported to the appropriate authorities and/or the association's towing contractor.
